DANGOTE TO LAUNCH FIRST NIGERIA PRIVATE REFINERY BY 2019

Dangote told Reuters the $12 billion refinery would have a capacity of 650,000 barrels a day, cornering the market in Africa’s most populous country, where fuel shortages are a perennial problem.
Until recently, Nigeria was Africa’s biggest crude oil producer but it imports 80% of its fuel because poor maintenance means its four refineries never reach full output.
Its current daily consumption is 260,000 barrels, according to the International Energy Agency.
A slump in commodity prices has hammered Nigeria’s economy – along with many others on the continent – and raised the cost of borrowing but Dangote, whose business empire stretches from cement to flour and pasta, is pushing hard into oil and gas.
“It will be ready in the first quarter of 2019,” the billionaire founder of Dangote Cement said of the refinery. “Mechanical completion will be end of 2018 but we will start producing in 2019.”
Dangote said the plant, which will include a $2 billion fertilizer unit, was being funded through “loans, export credit agencies and our own equity”.
Some $3.25 billion had come from local and foreign banks, while the central bank had also chipped in. The IFC, the private sector arm of the World Bank, has lent $150 million.
Dangote also has plans for a gas pipeline through West Africa. Nigeria has the world’s ninth largest proven gas reserves, at 187 trillion cubic feet (tcf), but loses half of it to flaring and re-injection.
Despite the new focus on oil and gas, the business magnate said he planned to build cement plants in Cameroon, Ethiopia, Kenya, Mali, Niger, Nigeria, Senegal and Zambia by 2018. Another plant will open in Congo Republic by September, he added.

The Non-Academic staff of the Federal University of Agriculture, Abeokuta, occupied the front of the Senate building for the third straight day to protest against some policies of the institution.
Our correspondent gathered that the angry workers chased away the Vice-chancellor, Prof. Olusola Oyewole, from his office along with some other academic staff with charms.
The workers, it was gathered began the protest on Tuesday and have not failed to gather to protest each day since then.
The workers under the aegis of Joint Action Committee had vowed never to return to their duty posts until the school management yield to their demands, which include upgrading of staff with additional qualifications, appointment of substantive directors to all non-academic teaching staff units and provision of working tools, among others.
When our correspondent visited the campus on Thursday, angry workers were seen in front of the Senate building waiting for the directive from the leadership of the unions.

Soldiers Block Boko Haram’s Movement In & Out Of Sambisa Forest – Buratai

Chief of Army Staff, Tukur Buratai, yesterday, said ground troops had blocked movement of Boko Haram terrorists in and out of Sambisa forest.

This came on a day military authorities disclosed that soldiers prosecuting the war on terror, in conjunction with Civilian JTF members, intercepted five Boko Haram terrorists logistics team and arrested a leader of the group in a separate operation.

Buratai stated this while fielding questions from journalists shortly after monitoring troops’ deployment at Banki junction in Borno.

He said ongoing “Operation Crack Down” had been successful as the troops were making steady progress in dismantling the remaining Boko Haram hideouts in Sambisa.

Buratai said he was at Banki to confirm the movement of troops and equipment and observe the situation in the “theatre”.

He said the location of troops at Banki junction was significant in the military operations to restrict movement of the insurgents from outside the country through Cameroon or Chad.

“This Banki junction is a major route that links the north to the south and is also bordering Cameroon; it is also a link to Chad Republic.

Troops intercept terrorists’ logistics team

Meanwhile, military authorities disclosed, yesterday, that soldiers prosecuting the war on terror, in conjunction with Civilian JTF members, Tuesday, intercepted five Boko Haram terrorists logistics team and arrested a leader of the terrorist group in a separate operation.

A statement from Army Headquarters, detailing the operations, said troops of 120 Task Force Battalion, 27 Task Force Brigade, in conjunction with vigilantes, while on patrol, intercepted five Boko Haram terrorists logistics team at Gotumba area trying to move logistics items to suspected Boko Haram hideouts at Aluwa, using five donkeys.

He said on sighting the patrol team, the terrorists abandoned the items, following which the troops pursued them and killed three while two escaped with gunshot wounds.

“In a related development, based on information, troops of 7 Division Garrison today in conjunction Civilian JTF, arrested one Alhaji Bulama Budu at Old Maiduguri general area.

“Preliminary investigation shows that Alhaji Bulami Budu, who hailed from Aiwa village, Mafa Local Government Area, was one of the Boko Haram terrorists detained at Giwa Barracks before he escaped when his colleagues, Boko Haram terrorists, attacked the facility and released all the insurgents in March 2014.”

I have just read some absurd media reports in which have qouted their sources in the EFCC as saying that I had gone underground and that I was hiding from them. This is false. I have not been invited by the EFCC by letter and neither have they phoned me or attempted to reach me in any other way. I have been in my Abuja home for the last few weeks and I am not hiding from anyone.
I am not a coward and this attempt to further demonise and humiliate me by the EFCC will fail. If they have any questions for me why don’t they just write to me or call me, give me a date and I will be in their office. I have made my position clear on the issue of the Presidential campaign funds, I have written an essay about it in my various columns about two weeks ago and I have been waiting for the EFCC to reach me ever since then. They have invited others but they have not invited me. I do not believe that I have done anything wrong and this latest attempt to criminalise me and make me look like a fugitive from justice will fail.

Others that were invited to the EFCC over this same campaign funds issue were sent letters of invitation and were reached. I appear to be the exception and now these hideous lies are being fed to the newspapers to make it look as if I am in hiding or that I am running from them just to sensationalise the whole issue.
This is also to justify what the EFCC wish to do which is to arrest me in public, humiliate me or to storm my home and  lock me up indefinitely. There is no need for all that drama and if it happens that way the Nigerian people will know why. I have no fear of the EFCC, I will respond to their invitation any day and anytime they send it to me and I will help them to clarify whatever issues they wish to raise in any way that I can.

Others were invited in a civilised way and were treated in a humane and decent manner. I really do wonder why I should be treated differently, criminalised in the newspapers in this way and not even afforded the common courtesy of a formal invitation by them. I await their letter or their call and I leave those that wish to give the impression that I am running from them to God.

APC warns against last-minute looting, hurried recruitment

The All Progressives Congress has decried the reported allegations of last-minute looting of the nation’s resources, hurried recruitment into the public service and rushed privatisation of key financial institutions by the Goodluck Jonathan administration.

It warned on Sunday that such “egregious actions” would have serious repercussions.

In a statement in Lagos by its National Publicity Secretary, Alhaji Lai Mohammed, the party said apart from the instances of such cases that had been reported by the local media, it had been inundated with calls and messages by concerned Nigerians, alerting it to the unscrupulous actions of some Jonathan’s administration officials.

APC said while the Jonathan administration remains in office till midnight of May 28, and governance in the country would not stop because a new President had been elected, it was incumbent upon the outgoing administration not to create more problems for the incoming government, or to “tie the new government’s hands” through suspicious actions.

The party explained that while it is true that the incoming Muhammadu Buhari administration would not get itself bogged down by an endless probe of the activities of the Jonathan administration, all actions taken since the result of the March 28 presidential election was announced, might come under the searchlight.

It added, ”For example, the National Council on Privatisation, which is headed by the Vice President, has just approved the financial bid opening for transaction advisers for the privatisation of the three Development
Finance Institutions in the country – the Bank of Agriculture, Bank of Industry and Nigeria Commodity Exchange.

“The question is: What is the rationale for rushing this exercise with just weeks left for this administration?

”Also, there have been reports, yet to be refuted, of a planned, hurried recruitment into the Nigeria Immigration Service, after a previous attempt ended in a national tragedy and the fleecing of innocent job seekers by the mindless Federal Government officials. Apart from the fact that this last-minute recruitment is suspect, it is irregular.

”The Civil Defence, Fire, Immigration and Prisons Services Board is only empowered to recruit, promote and discipline only senior officers (Levels 8 and above). The power to recruit, promote and discipline junior officers is vested in the different services, in this case, the Nigeria Immigration Service.

”Therefore, the recruitment exercise now being conducted by the Federal Civil Service, under the auspices of the Presidential Committee to Assist on Immigration Recruitment, usurps the functions of the Board as it relates to recruitment of Senior Officers (Level 08) and that of the Immigration Service as it relates to Junior Officers (levels 07 and below).”

It also called attention to a published report that the Minister of the Federal Capital Territory, Senator Bala Mohammed, plans to use the Federal Capital Development Authority to carry out a secret employment of no fewer than 500 workers before the end of April 2015.

It stated, ”We do not know if this report, as well as others, is true. But if indeed these rushed privatisations and hurried recruitment exercises – in the twilight of the Jonathan administration – are true, they raise
serious questions concerning the reasons behind such actions. We are therefore compelled to call on President Jonathan to caution his administration officials, lest they engage in actions that can later embarrass his administration”

There are indications that the Peoples Democratic Party is scheming to assume control of the National Assembly following the failure of the All Progressives Congress leaders to agree on zoning of offices. PDP caucuses in the two chambers of the National Assembly were plotting to benefit from the squabbles in the APC by teaming up with aggrieved elements in the latter. The aim of such an alliance, investigations showed, would be the emergence of a Speaker and a Senate President different from candidates approved by the APC. It was learnt that the PDP hoped that by ensuring its choices emerged as the speaker and the senate president, it would “snatch” the control of the eighth National Assembly from the APC. A member of the PDP caucus in the House, who pleaded anonymity, said, “Although we are not disputing the fact that the APC should produce leaders of the National Assembly, we will ensure that those who will emerge are people we prefer, not the choices of the APC leaders. “By doing that, we will snatch the control of the National Assembly from them, just as the APC controlled the House through Aminu Tambuwal.” The APC leaders had on Thursday failed to reach a decision on zoning of political offices at their meeting in Abuja. There were reports that the APC’s National Working Committee had recommended some zoning arrangements to its National Executive Committee. According to the reports, the position of the senate president seat was zoned to the North-Central and the Deputy Senate President to the North-East. There were two accounts on the zoning of speakership. While one stated that the post of speakership was zoned to the South-West, the other indicated that it was meant for the North-East. The deputy speakership was said to have been zoned to the South-South But the APC, in a statement early in the week, denied the reports. Its National Publicity Secretary, Alhaji Lai Mohammed, urged Nigerians to disregard the reports and described them as products of hyperactive rumour mills. In spite of the APC’s statement, it was gathered that zoning topped the agenda of the APC leaders’ meeting on Thursday.

Suspected Boko Haram insurgents have forced hundreds of soldiers to flee Marte, a border town along the shores of Lake Chad, a local official and witnesses said. “The terrorists, numbering over 2,000, appeared from various directions on Thursday and engaged the soldiers in Kirenowa town and adjoining communities in Marte,” said Imamu Habeeb, a local community leader. “They fought with soldiers over the night and the fight continued today (Friday), forcing hundreds of soldiers to flee,” he added from Borno State capital, Maiduguri. Local fighter Shehu Dan Baiwa said the more than 2,000 fighters had been armed with bombs and tanks. “They used the weapons without restraint and succeeded in killing several people,” he said. This is the third time Boko Haram has seized control of Marte in restive Borno State, a key battleground of their six-year insurgency, which has killed more than 13,000 and left 1.5 million persons homeless. The city is among several retaken in recent weeks by Nigeria’s military, which has launched an offensive against the Islamists as part of a regional operation supported by Chad, Cameroon and Niger. But Boko Haram have been fighting back, and unconfirmed reports said the soldiers were forced to retreat from Boko Haram’s Sambisa Forest stronghold this week after a landmine blast killed one soldier and three vigilantes. A senior local politician confirmed, on condition of anonymity, that the insurgents had retaken Marte. “We lost many (people) because some of our people that fled to Chad and Cameroon have returned after troops recovered the town recently,” he added. A senior military official confirmed the attack on Marte, but refused to say whether Boko Haram had retaken the town, describing the army’s retreat as “strategic”.

Mu’azu responsible for PDP’s defeat — Gulak TOLD PUNCH

Former Senior Special Adviser to President Goodluck Jonathan on Political Affairs, Mr. Ahmed Gulak, tells TOBI AWORINDE that those defecting from the Peoples Democratic Party to the All Progressives Congress lack focus, sincerity and loyalty

What are your thoughts on the mass exodus of members from the Peoples Democratic Party to the All Progressives Congress?

Those people defecting from the PDP to the APC are not politicians but opportunists. It is unbecoming for anybody, just after elections, to defect to any political party. The political atmosphere in Nigeria is such that there is no ideology; people should remain in their parties. In the PDP, there are people who have defected to the APC and I wish them a safe trip. But we of the PDP stock who are loyal and committed will stay back and rebuild our party to recapture power in the nearest future.

What effect has the mass defection had on your party?

For those of us that believe in the party, I don’t think we are going to experience any negative effect. It is an exodus without quality because those leaving have no reason to do so. But since they have found flimsy excuses to leave, they should go. However, you will soon find out that they will come back and when they do, they will be screened and given conditions to be re-admitted into the party.

Some have projected that Gen. Muhammadu Buhari’s victory at the just-concluded elections will cause Nigeria to devolve into a one-party state. Do you think this is true?

No, it is not correct. I am telling you with all sense of responsibility that Nigeria can never devolve into a one-party state. The PDP is going to be a vibrant opposition party and our leader, President Goodluck Jonathan, will give us the hope to be a vibrant opposition. We are going to rebuild this party under his leadership and recapture power at the centre in 2019.

How is your party planning to recapture power?

We will go back to the drawing board. We already know that those that have defected from the PDP to the APC are politicians of fortune. They are opportunists. They want to look for where they can be accommodated in government, instead of them to stay back and rebuild their party to recapture power. It’s (about) service; it is not what you get out of the system, but what you put into it. That is why some people like us are staying back to rebuild the party around credible people. We have to overhaul the party, analyse critically and then put the round pegs in the round holes in order to move the party forward. We know that more of the people remaining are going to leave the party. Even without telling them to leave, they will leave. There are people that will be told to leave for their misbehaviours and for the roles they played in the dismal outing of the party. After that weeding out; the good ones will be left behind as good seedlings for the new party to rejuvenate and recapture power in the nearest future.

The PDP, under its National Chairman, Adamu Mu’azu, recently claimed that the APC had plans to destabilise it by planting moles in the party. Do you agree with this notion?

He should tell us who the moles are, because there are a lot of people who believe that he is the number one mole planted in the PDP to destroy it. If the belief of the majority of the members of the PDP is anything to go by, you could say that the party chairman was the number one culprit for the dismal outing of the PDP. There is no party chairman of the PDP since 1998 that has led the party to such a disastrous outing. As a result, the national chairman should consider himself one of those that have to give way for the new party to come up. In fact, he doesn’t need to be told to turn in his resignation.

Are you one of those who believe that he might have been a mole in the party?

I would say he did not have the party’s interest at heart from the time the party started campaigns. His heart was not with Mr. President, because when the President was inaugurating his campaign council, it was the national chairman who came out publicly to say there were a lot of injustices in the party. And the question was: Who caused these injustices?

He was the national chairman; he had the authority to submit names to the Independent National Electoral Commission for elections and he short-changed a lot of people. Therefore, I will align with those calling for his resignation as a result of this disastrous outing. Even in his home state, Bauchi, he could not muster 25 per cent (of votes) for the party. Therefore, he doesn’t need to be told that his time is up or that the PDP does not need him any longer if we have to rebuild the party.

What do you think was responsible for the defeat of your party’s governorship candidate, Nuhu Ribadu, in Adamawa, your home state?

Ribadu, from day one, was not a known politician in Adamawa politics. He is part of the impositions made by the national chairman that cost us a victory in Adamawa State. It has been a PDP state right from 1999 and Ribadu was in the APC. The national chairman just brought him from the opposition and gave him the ticket the following day. How would you expect the people of Adamawa State to vote for that kind of candidate? Those are some of the reasons why I am saying the chairman needs to go and give way for the rebuilding of the party.

Do you think politics of ideology is practised in Nigeria?

As far as I am concerned, very few people practise politics of ideology in this country. If you see what is happening in this country and analyse it critically, you would come to the conclusion that there is no politics of ideology. Those that have gone to the APC and those that came to the PDP belonged to one political party or the other. If you study the evolution of political parties in Nigeria since 1998, you will see that we had the Alliance for Democracy, the All Peoples Party, the All Nigeria Peoples Party and the PDP-those were the political parties that were registered. As we speak, it is only the PDP that has maintained its name, colour and manifesto since 1998.

All the other political parties have merged, demerged and assumed several different names or identities. The AD, for instance, became the Action Congress of Nigeria. Then it was the ANPP, which became the Congress for Progressive Change and now the APC, after a merger in 2013. People don’t really believe in ideologies. There are a lot of strange bedfellows in each political party, which is why we have problems.

It is only PDP that, one way or the other, has maintained its name, ideology and manifesto. That is why I think very few people practise politics of ideology. For instance, Bola Tinubu, (former Vice-President) Atiku Abubakar, Senator Bukola Saraki, and (Rivers State Governor, Rotimi) Amaechi are all with Buhari in the APC now. If you are talking about ideology or principles of politics, you cannot say these people match. They are completely mismatched and it is left to be seen how this romance will last. I am not a doomsayer, but I will say this romance will not last long because the Buhari I know, from the days when he was head of state up till when he was in the ANPP and later the CPC, won’t match with the men he has around him, if he really wants to unleash positive change.

Do you have any regrets as President Goodluck Jonathan’s Senior Special Adviser on Political Affairs?

I have no regrets serving under President Jonathan. He is my hero, any time, any day. In fact, he is the hero of Nigeria’s democracy and Africa’s democracy. As far as I am concerned, given another opportunity, I would serve and continue to serve under President Jonathan. He is a good man, a committed and loyal Nigerian. He has put his life on the line to serve this country and he has sacrificed a lot for this country. This country is indebted to him. People may not know now, but in some years to come, they will say President Jonathan came on the scene and put in his best for Nigeria.

Do you have any plans of contesting again for governorship in Adamawa?

For the time being, my concern is to build the party around credible people. My concern is to rebuild the party around people who are sincere and committed to the party; people who have the party at heart and have the larger picture of organising a party to recapture power in the nearest future. It is not about me contesting. It is about the party putting forward known candidates who are credible and who have been there for quite some time; those who the people want.

What conditions would push you to defect?

I cannot say that there are conditions that would make me to defect. If you have followed my political trend, you would notice that I am a man who, in a feat of anger, would not take a decision. I have served this country diligently and sincerely. When I left office, I was approached repeatedly by the APC to join them, but I refused to defect.

I contested for governorship (in Adamawa State) and I was short-changed during the by-election, but I did not defect. I contested for the senatorial seat and got the ticket but it was taken from me; I did not defect. Some of the things that affect me personally will not make me to defect from the party.

Handover: Buhari may write Jonathan over May 28 date

President-elect, Maj.-Gen. Muhammadu Buhari (retd) may write President Goodluck Jonathan to seek clarification on the May 28 handover date.

Sunday PUNCH reliably gathered on Saturday that to avoid dispute between the incoming and outgoing administrations, Buhari would ask for explanation on a statement by the Minister of Information, Mrs. Patricia Akwashiki, on Wednesday.

The minister had, after the Federal Executive Council meeting, told journalists that Jonathan would hand over to Buhari at a dinner in Abuja on May 28.

She had said, “By May 28, the President intends to have the formal handover done at a dinner so that we can reserve May 29 for the incoming government.

The information minister also disclosed that the President had directed all ministries, departments and agencies to prepare their handover notes and submit them to the Secretary to the Government of the Federation, Pius Anyim, on or before Monday.

According to her, it is Anyim’s responsibility to compile the notes, which will form Jonathan’s handover document to Buhari on May 28.

She had said, “You know May 29 is our Democracy Day. So, we have activities lined up all through that week, showcasing all what we have achieved and all other things we do normally on our Democracy Day except that this year is special with the inauguration of our new President that is coming up on May 29.”

Saturday PUNCH had reported that a member of the Buhari campaign team, Mr. Rotimi Fashakin, faulted the May 28 date.

Fashakin said, “It (the proposed handover on the 28th) portends ill for the political destiny of this nation.”

A top member of the APC, who confided in Sunday PUNCH on Saturday, said that to avoid disagreement, the president-elect and the party would seek clarification on the handover date.

He stated, “We will seek clarification from government on the statement by the minister of information. The President- elect may write the President for clarification or we may simply contact them (government) for explanation on the handover ceremony”

When contacted the APC National Publicity Secretary, Alhaji Lai Mohammed, said, “We are still consulting. After consultation, we will make our stand known.”

Following the defeat suffered by President Jonathan and his party, the PDP during the March 28 and April 11 elections, the President has asked the party and government officials who handled campaign funds to refund monies not spent, or those not judiciously expended, Sunday Punch can authoritatively report.

Jonathan, credible sources said, has also set up a committee of five to get those with the funds to return them.

Sources within the party and government told our correspondents that President Jonathan was disturbed that despite giving campaign coordinators, ministers, special advisers, close aides and friends, support groups and traditional rulers over N2trn in cash, most of them could not deliver their polling booths and local governments.

The President was said to have been further irked by the results of an investigation he ordered. The probe showed that some coordinators used campaign funds to buy very expensive properties, especially in Abuja, and luxury cars. Some of the funds have also been traced to the bank accounts of senior party and government officials who were charged with the disbursement of funds to voters and groups.

A reliable source within the Presidency said, 

“Some ministers did not get less than N20bn each. None of them can deny it because this fact isn’t hidden within government circles. The only problem with such monies is that there is no receipt to show that they collected money. The sad part is that almost all of them performed woefully. Even in the states where the PDP won, some ministers could not deliver 100,000 votes. They could not mobilise their people to come out. The President is not happy. They all went property and car shopping. This was the most expensive election in the history of this country, yet there was no result.

“The sad part was that even after the President lost on March 28, more money was given to all of them to make up for the dismal outing by winning their states during the April 11 elections. But that turned out to be a bad decision because apart from losing the governorship election, we didn’t perform well at the National Assembly and House of Representatives polls.

“They must give an account of the money since they didn’t use it for the election. The President is not particular about the funds spent on genuine campaign needs like the hiring of jets, advertisements and the rest that also cost billions of naira. His focus is on the individuals that collected billions to deliver their states but couldn’t even win their polling booths.”
